Isn't this moot, considering he presented a letter saying he refuses to leave the ship unless they bring him to Australia or New Zealand, which they obviously won't (or they risk getting arrested themselves)? I don't think he wants to be freed. I think the plan is to be taken to Japan, where this whole thing will turn into a public relations nightmare for Japan and the ICR.
